First of all, Troy-Built is owned by MTD and has been for a number of years. While I do not have direct experience with your chipper, it makes no sense to me for that bearing to be pressed onto the shaft. Yes, it should be a snug fit to make sure that the spinning is done by the bearing race and not the shaft inside the inner bearing race. So.. I am thinking that the shaft needs to be polished smooth because it does not take much to cause a snug fitting bearing to refuse to slide on. We are talking about clearances in the thousands of an inch. It is also possible that you either have the wrong bearing or a defective bearing. A good quality micrometer is needed to make sure that the shaft is completely round and that the inner bearing bore is likewise round. The bearing should slide on your shaft with minimal effort, the thing that actually locks it to the shaft is the collar itself with the set screw. Sounds like you either have rust or paint on the shaft or you bought the wrong bearing.
